I believe the "classes" are available to at the very least UC system employees and students, but may also be available to the general public. Drop him a line if interested.
(Disclaimer: I didn't actually attend his classes, as it was being taught just as I was leaving UC Davis for grad school. But I obtained the course material from a friend who took the class and spoke highly of it.)
