Clustering tool

Could someone please suggest a free clustering tool that is similar to CLUTO (http://glaros.dtc.umn.edu/gkhome/views/cluto). I would prefer to run on Windows 7 64 bit if possible.

Not quite similar to CLUTO, I'll admit.
Requires a bit of effort on the user to learn the syntax.

Still, free, and very powerful tool to perform clustering.
Will run on Windows.
