Download human genome (hg19) custom range

Hello!

I am attempting to download custom coordinates say (chrX:66765028-66765050) from the hg19 human genome reference.

Is there a solid program/script to run from command line to pull a large number of contigs like this? I'm attempting to crate an amplicon library to work on later in my pipeline.
