Could GEO datasets which have not been published with a publication be used?

How long have they been public for? If it's been public for more than one year, then the dataset probably isn't much good. The authors must be struggling to have a journal publish it. Avoid those ones.

Let's not confound the quality of the data with the quality of the story that the authors are able to spin. The data could well be excellent, but that doesn't mean you can get a paper on it published easily.

Though what Felix said may be true you may want to email data submitters (as a professional courtesy), if you are planning to use the dataset in a publication.

GEO datasets are in the public domain and as such they may be used for your investigations.
