Problem using GATK VariantEval to compare two VCFs

Can't get GATK VariantEval to properly recognize overlap between two sets of VCF calls. Probably a VCF formatting issue, but I'm a little stumped.

To simplify the issue, here are two very simple example VCFs that I would like to compare:

The first VCF is comprised of just the header and first data line of the OMNI 764 calls for sample NA12878 (OMNI.764s.b37.annotated.vcf.gz), from the Broad's GSA ftp site (ftp -u gsapubftp-anonymous ftp.broadinstitute.org):

The second is my test VCF that I made using samtools/bcftools, plus the same hit from the above OMNI vcf:

    When I run this command:

    java -jar /data/software/GenomeAnalysisTK-1.0.5974/GenomeAnalysisTK.jar -T VariantEval -R ../../reference/bwa-0.5.8c_index/human_g1k_\
    v37.fasta -B:eval,VCF test.vcf -B:comp_omni764,VCF omni.test.vcf -o test.gatkreport

The report says there is no overlap between the two VCFs:

##:GATKReport.v0.1 CompOverlap : The overlap between eval and comp sites
CompOverlap CompRod EvalRod JexlExpression Novelty nEvalVariants nCompVariants novelSites nVariantsAtComp compRate nConcordant concordantRate
    CompOverlap comp_omni764 eval none all 1 1 1 0 0.00000000 0 0.00000000

    CompOverlap comp_omni764 eval none novel 1 1 1 0 0.00000000 0 0.00000000

I have a couple of vague ideas about what might be causing the problem - the files are different VCF versions, and the header of the OMNI VCF claims it is against the b36 reference, even though it says in the name it's b37 (guess it was lifted over?)

    Any ideas?

Multiomic Liquid Biopsy: What DNA/RNA Panels Reveal That DNA Alone Can’t
    by SEQadmin2

Tumors contain complex mixtures of cell populations that evolve in response to treatment and host-specific factors. Tissue biopsies provide only static snapshots of a tumor’s state. But what if we could follow that evolution over time using a minimally invasive technique?

Liquid biopsies can detect tumor-derived material circulating in the bloodstream, providing a way to study treatment response, detect emerging resistance, and discover new biomarkers. Circulating

New Genomics Technologies Take Aim at Long-Standing Limits
    by SEQadmin2

Researchers using sequencing and genomics tools often have to make trade-offs. They can choose between speed or scale, short reads or long-range information, or targeted panels or a view of the whole transcriptome. New technologies that have been released this year are built to address those tough choices.

We asked six companies the same four questions to learn about their latest products. The new technologies bring a lot to the table, including rethinking sequencing
