As usual, there is not a simple answer.
Frequently Rollin Hotchkiss is credited, because he was the first to describe "Epi-cytosine" as a distinct, but chemically very similar base to cytosine. (see Fig. 2)
However he established no link to epigenetics and also did not investigate the exact chemical structure of "Epi-Cytosine". The identification as 5mC was achieved by Waldo Cohn in 1951 .
