error gff3 to embl

Hello
I install gff3 _to_ embl for the conversion of gff format prokka the embl format for submission to ENA but I was unable to execute the command of this software . is that you can help me with a simple description of gff3_to_embl installation or you have another solution for me to get an embl format Thanks
