my apologies if I've breached any rubric on my first post
I wonder if I can ask for some assistance please

I have been trying to browse/download the 69 genome data set kindly provided by Complete Genomics

http://www.completegenomics.com/documents/PublicGenomes.pdf

but am having problems connecting to the ftp://ftp2.completegenomics.com/ site.
I wonder if there is a problem with it or with my connection

The ftp site you linked to is not working. Try sending them an email and see if this is a temporary issue.
