can not get 1ug library to enrich

I am using trueseq kit to make library for enrichment, but I can always get only 400ng library, even I increase the input from 1ug to 5ug, the other thing is that whatever how much DNA was inputed, the final library is always about 400ng, the PCR cycles is always 10. where is the problem?

Sounds as if your ligation is not correct or not efficient.

I would check your materials and concentrations for ligations.
