I think you are confused about some basic terminology. Shotgun is a sequencing strategy. Sanger or NGS are sequencing methodologies (though "NGS" is a generic term which encompasses several different technologies). The shotgun strategy my be carried out using many different methodologies/technologies, including the two you have listed.
